Sabit bir ikametgahı olmayan kişiler için ani sağlık tehlikelerini önlemeye yönelik düşük eşikli acil yardım. Mevsimsel soğuktan korunma yardımının (sadece geceleme) yanı sıra, bu hizmet irade dışı evsizlik durumlarında Genel Güvenlik ve Düzen Yasası (ASOG) uyarınca belediyelerin barınma sağlama yükümlülüğünün yasal olarak uygulanmasını da kapsar.
