The General Social Counseling (ASB) acts as a primary 'Clearing House' and first contact point in the support system. It offers a holistic analysis of complex problems (subsistence, housing, health, family) and sorts responsibilities between legal areas (SGB II, XII, AsylbLG). Counselors create a structured help plan and guide clients to specialized services to avoid revolving door effects.
