Engelli bireyler için hizmet sağlayıcılardan bağımsız, düşük eşikli danışmanlık (§ 32 SGB IX). EUTB, tüm rehabilitasyon ve katılım hizmetleri hakkında danışmanlık verir, başvurularda (örn.
